I didn't know about it, but it seems to super suck and residential solar is leaving Nevada. It's one thing to change the rules going forward, but they are changing the rules for existing solar customers (adding fees and not allowing net-metering).
It will serve NV Energy right if they delay wider solar adoption until off-grid pricing < utility costs and people just bypass net-metering and disconnect entirely.
SolarCity is one of the companies pulling out of NV. Hawaii made changes to their net metering program (still, just for future customers) and now SolarCity is offering offgrid systems there. Electricity rates are higher in Hawaii, so it works there first, but decentralized power spreading.
And for all the non-solar customers in Nevada who are upset about solar customers using power-lines, well, they use it to lend you power when it's needed the most. I hope you build a big expensive power plant and have it ready just in time for no one to need it because they're all offgrid solar.
Ok, maybe I'm ranting a little, but NV Energy seems to have taken just about the most anti-solar position in the country at the moment.
