A withholding is a tax payment, where as the amount of taxes you are responsible for is a tax liability. The difference is the amount due/returned as calculated on a tax return.

In a lot of cases a witholding is out of the control of the person being paid too!

I just asked an accounting professor who teaches and researches tax the following question,

"With no additional context, is the following statement true or false?: Withholding is a form of tax."

He wanted more context, but quickly concluded it was technically false. (Which I agree with.)
