But he's not. You're talking about a guy on a late night variety show host cable channel that a lot of Americans don't even get, with about a decade of exposure (and Colbert isn't even the most popular variety show on that network). Compare to the shows on the major networks, Leno, Letterman for example. Conan's not doing so hot but then again he's not that far behind and has been around a lot longer including as the host of the Tonight Show.
You want to talk about American celebrities start with Oprah and work your way down. Lost of sports figures, major network TV people (at least 3 American Idol hosts), A-list movie stars. The Madonnas of the music world. Major news anchors. Game show and morning hosts--Regis Philbin, Pat Sajak, Alex Trebek are easy to forget about but they've all crushed for decades and still killing in syndication. Colbert's audience is a newer and younger and I imagine he'll eventually make his way up the list. While he's more of a household name to you and I, you can't forget about the massive number of people outside of our demographic.

Oh, you meant what high school kids mean by popular. I don't know, he seems a likeable dude but that's harder to answer than celebrity status. He makes people laugh for a living so it pretty much comes with the job.
