If your question starts out "is there a gene for...?" the answer is probably no. Genetics is way more complicated that this ******ed 1:1 gene-character ratio that everyone imagines.
Second paragraph is true, but that doesn't mean the first sentence. (Nor was two years ago; yes, I know this is old.) The issue is what genes are on the Y chromosome; as you say, the answer is very few, all of which are more necessary to being male than a "penis size" or even a "penis growth" gene would be. In other words, you're completely right except that OP's question wasn't all that dumb.
