last thread, the establishment OOT mods have been on quite a streak of flexing, shutting down or neutering all the popular threads, but together we can make OOT great again. Perennial Ms. OOT host mmbt0ne has retired, and last year's fill-in, Rei, is unable to run it again this year, so you're stuck with me.
The Basics: Contestants from last year are not eligible this year

Based on the extraordinary events of the past year, IVANKA TRUMP has been awarded an exemption and is eligible for nomination this year despite having been in least year's contest
Candidates will be selected from the list of nominations in this thread based on two main factors:- Number of nominations and seconds, +1s etc.: Inclusion in the contest, as well as seeding, will be based to a large extent on the level of support in this thread. So if someone you like is already nominated, adding more pics, seconded, thirded, +1, etc will all help her case.
- Notability, Relevancy, Recency and Level of Attractiveness as judged by me and members of my committee.
How to Nominate: Nominations should include pictures. They should also include the nominees name. If you just post a pic with no name, it won't count for anything. Also,

There's usually a bit of complaining about the pics that get selected for the OPs -- and the pics are important, after all -- so if you feel strongly about whoever you are nominating, post pictures that you'd want to see used along with your nomination. Less is more: only four pics are used in OPs, so if you want to post dozens of pics, do it separately from your nomination post. There's no guarantee that every pic will be to everyone's liking, but at least you get more of a say. Also, remember the voting rules require that participants be registered before October of this year, have at least 100 total posts, and at least 10 posts in OOT (OOTV doesn't count).

*A Special Note on Instagram Models: This was an issue of contention last year that has returned in full force. It is the decision of the committee that, while individual IG models may not meet the notability or relevancy criteria,
IG models as a group are highly notable and relevant in 2016.
If we wish to mobilize millennial participation, we need to respect their wishes and include IG models in the contest, rather than just putting forth the same tired C-List celebrities who are kinda hot and have been blown out in previous competitions.
I hope that ScreaminAsian will work with me in the capacity of special advisor to help determine which of our IG nominees deserve to make it into the competition. While there is no hard limit or quota on the number of contestants we'll accept from this category, some will be included, but not so many as to alienate the traditional base. I'm sorry Michigan, there is no path for you into this competition.
