It appears that this oft-taught story supporting "diffusion of responsibility" may be somewhat fabricated.

I've just fallen down the hole of Scientology articles:

The Hole (Scientology) - their version of a black site, except it was for their own senior management.

Sea Org - the Scientologist navy

MS Scandinavian Star, a ferry that was set on fire(multiple times) on the way from Denmark to Norway, killing 159 people. It has been the subject of a wide range of theories, primarily that the owners orchestrated the fire as an insurance fraud.
