It's typically a percentage of the total gross income of the couple, weighted based on earnings. Ex - dad makes 75k, mom 25k, total gross is 100k. The state sets a percentage they say it takes to raise a kid, like 17% in NY, so in NY the "childcare" for this couple would be 17k p/yr. Since daddy-o makes 75% of the gross, his payment would be 75% of the 17k.
In the example given, the difference is due to the difference in earnings of the baby mams.
