I think the big problem isn't reaction time from the time you see a problem, like when you're drunk. It's how long your eyes are off the road and how far you travel in that time.
To use round numbers let's say you're going 60 mph. You type a text, that takes 6 seconds. You're traveling a mile in a minute so in 6 seconds you'll travel about 176 yards. So that's almost the length o two football fields without even looking at the road.
Even just going 35 mph you'll cover almost a football field without seeing what's in front of you. Lots can happen in that distance, like cars stopping, entering your lane, etc.
It's very dangerous. No question about that.
