It's freaky because cats typically don't move much so occasionally you'll notice this bleach white cat with electric green eyes staring at you without blinking for 3 minutes straight.
Cats establish dominance by staring at people. That's why a cat always knows who likes cats the least in the room - they avert their gaze immediately, so the cat thinks "ok, that one's my underling" and goes over to them. Cats blink to end staring competitions to say "ok, I give in but I like you anyway".
So basically this cat hates you and you're at the bottom of its social hierarchy.
