Any UK commercial enterprise asking for that level of personal ID must have a Data Protection Licence and a Data Protection Officer (DPO), and any request for said data must be accompanied by a data protection policy statement (which can be verified via the ICO). If they don't do the above they are straight up in violation of the UK Data Protection Act. No idea if the dudes you are talking about are covered by that sort of jurisdiction but anyway, anyone who sends a photo of their passport ID page to an unregulated organisation/person is to dumb to own a computer let alone play poker.
