I play micro stakes on ACR and noticed something weird lately. There are a couple of players from Russia/Ukraine that only play their BB (and occasionally their SB) and then sit out until their BB comes back around.

My instinct says this would be a good thing because they never play in position and just put money into the pot when they are oop, but it just seems like something shady is going on.

Any ideas on how they can be gaining some sort of advantage?

Do bots play .02/.05?

I also play $2.20 HUSNGs and the russian players also never click rematch after the game. They always decline but will always go back to the lobby and reregister and play me over and over but never accept a rematch. Also malfunctioning bots?

Yes, there's bots at those stakes. There are commercially available bots that run off "profiles", they get used almost exclusively at microstakes.

Surely ACR knows what's going on with bots then. Why don't they do something to get rid of them? I guess they figure that rake is rake.

Vladmin and ? I can't remember the other name at the $5HUSNG but they have been there for a long time. I noticed the same thing when I was trying out HUNL over 6 months ago on ACR

This was my initial thought too.

If the tables were heads up, then I imagine there is some grimming going on (just playing the SB/BTN and then sitting out), but if you're seeing it in ring games, it sounds like the "player" has a HU bot script that doesn't know what to do when it's not in the blinds, so it times out/sits out.
