Is outhitting outplaying? Is outhitting outplaying?

So this has happened over the last week. The same two players every time. Player A raises five different times with KK,AK,AQAQ,AJ. Player b reraises with A10 off every time. They both get to the river every time and player B wins all five. Everyone thinks PLayer B has gotten extremely lucky but to hear him he thinks he is outplaying people. The better hand has not folded just been outhit, is this outplaying? Player B also likes to say he played it strong while I would suggest a long term losing play is very weak.
Any thoughts on this?

Just to illustrate why no intelligent discussion is possible given such a vague and slanted OP:

Stacks are 200bb
Player A is UTG with AA
Player B is button with AT
Player A is a well known spewmonkey

Player A min-raises
The whole table calls
Flop is TT2 rainbow
Checks to Player B who bets half pot
Player A shoves

Player A says, "You so lucky!"
Player B thinks, "What a chimp"
