LHE Nano stakes, Nut flush draw

Villain plays 31/13 preflop , notes include called three cold and called two cold preflop. Villain tends to call down light. Overall loose, passive. 180 hands. -38BB after 180 hands.

Hero folds.
You do not have pot odds and you could possibly even have RIO if you hit and are OOP so you can't even maximise value if you do hit so calling is out.
A passive bet into a paired board into 2 players, they are loose and passive - they are not bluffing with air and are not folding a pair so a semi-bluff is just wasting $.
