I'd start with open raising something like this:
UTG/UTG+1: AQo+/KQss/AJss/99+
If the table is silly passive, I will add some hands like 55+ and suited aces as an open limping range.
Then adding cards to open raise range by position. Wouldn't be opening all pockets until MP at least.
CO I'd go something like all broadways, A9o, all suited aces, all pockets, suited connectors 65ss+, any two suited both 9+ and few other suited hands, e.g. K8ss, J8ss.
But what we open with becomes less relevant as we get closer to the button since we are almost always facing raises and limps. I probably get to open raise the button less often than I get to cold 4bet in live games.
What to do everywhere is complex but some rules of thumb:
1. Your calling range should be narrower than your raising range.
2. Your raising range into limpers should be narrower than your open raising range.
3. Your 3bet range should be tighter with multiple people already in the pot.
4. Be more inclined to fold out of position, more inclined to call on the button.
