Ok i now about agg factor, if player has for example agg of 3, he is betting/raising 3 times more than calling...and that Agresion frequency includes x/f as passive actions in calculating %, but can someone explaine me how can we combine these two factors together to make decisions....and what is optimal % for AFcy at 3 streets?

With AF alone, you can't really draw any conclusions, since a short-stack "fit or fold" nit can have just as high an AF number as a raging maniac.
You can link it to VPIP, WTSD and WWSF to get a better idea of someone's tendencies, but it's not a particularly useful stat in today's games. If you combine a low AF (e.g. 1.0) with a high WTSD (>30%) then you usually have a calling station, but for one thing the stats need a decent sample size to be trustworthy and for another you should normally have spotted who the stations are by simply taking notes about showdowns before the stats have converged.

Agg% might be a better stat to use, but again it's not ideal for doing the nitty-gritty of handreading/ranging. Someone with an Agg% of 50% is more likely to bet draws or big hands than someone with Agg% of 25%, but it's a mistake to assume that someone with a low Agg% will always slowplay their monsters, or never bluff. Notes are much better for things like that.

"Optimal" numbers are also difficult to discern. I know of solid winners with low AF and Agg% numbers, and I know of solid winners with high numbers.
At a baseline in the peanut stakes, something like 2.0 for AF and 35% for Agg% on every street is usually pretty reggy/TAGgy. My personal style is to have a lower AF (around 1.7 last time I checked) and lower Agg% of about 30%, but I'm a weird penguin.

One thing to look for is people with a high Flop Agg%, but low turn Agg%, followed by high Riv Agg%. These are the pot-controlling semi-TAGs, that frequently use the bet-check-bet line with top pair. They are seldom bluffing on the river, as their game is quite ABC. Other ABC players will have numbers that decline on a street-by-street basis. Again, they are rarely bluffing the river.
