Your request is very, very, simple -- with the exception of the spinning wheel graphic. In many, if not most of the games I've designed, the graphics and audio work was many times the cost of the programming -- and artists (as well as other clients) like to protect their copyright.
If you could use it as a spinning reel -- like a slot machine reel -- that stopped more like a 'Big 6' -- the graphics would be simple(r). If you could use randomly alternating numbers that simply slow down and stop, it would be easy.

--What resolution do you want?
--Do you want it to save results?
--Do you want it to do non-real time trials?
--Do you need to export results? In what format?
--Do you want to be able to apply wagers?
Thanks for your offer, but I managed to find an iPhone app that gave me what I needed.
A phone isn't as cool as the wheel spinning on a digital projector, but the kids like iPhones so much that they don't care. Plus, it's all in how well you commentate / set up the game. It should be a lot of fun.
I am always astounded at how helpful people on 2 + 2 can be when a brother is in need.
I just want to add, although it doesn't seem like you will even read this post now that your question is resolved. That playing roulette digitally is not at all like playing roulette on an actual number wheel.
