Progressive BJ jackpot for multi-card dealer hand

At Sunset Station at a DD pitch game there is a side bet, I think it is called Ultimate Blackjack. You wager $1 or more and there is a payout depending on how many cards are in the dealer's hand (including a bust card). 5 through 7 cards there is a payoff of up to 100 for 1. 8 cards you win the progressive (which was $17K).

-- Does the count affect the EV of this bet? Or does the fact that aces can help make multi-card dealer hands negate this?

-- Wouldn't it never be worthwhile to bet more than $1?

-- Two or more players would have to split the (aggregate) progressive, so would it be +EV, or less -EV, for players to take turns betting this?
