I agree with this, assuming blackjack is 3:2 blackjack payout. If it's even money or 6:5, EV sucks, and either video poker game (assuming a good pay table, like 9/6 Jacks, or 9/7 DDB) has better EV.
Also, whether to play higher or lower variance game depends on your goal. If you want to have the best chance of consistently converting most of your free play to cash, the low variance game is better. If you want to hit a big score occasionally, while frequently losing all your free play, the high variance game is better.
