Table game jackpots are trivial, so I assume you mean slot progressives. Mechanical machines were once predictable -- the new machines are not. We would expect most "jackpots" to reach a point where they are +EV, and that used to be true. I don't see that today. I doubt the laws of probability or human nature have changed -- but have no doubt that the laws of the state have favored the latter.
