I made a counter offer of $600 a few hours ago and haven't heard anything back from him (he was quick to reply to other emails) maybe he's offened that im even making a counter offer?

One counter is fine. But you should make it an easy transaction that will close quickly. Heck, include your paypal info in the next email. Otherwise, the dude will just forget about it and you're going to get $0 and it's not like anyone else is going to offer anything.
