So you admit you cannot pay off a loan shark even with a (very low) 10%/week interest rate - which is $350/week or $1400/month (i.e your entire salary + a tiny bit of food)? If so, loan sharking is the absolute worst thing you can do. It will solve nothing at all.

When I was by myself I handled my finances terribly and I now have credit card debt( I did end up selling alot of the stuff I bought) and I am now learning my lessons the hard way. I barely saved any cash and my short credit history is ruined.
Ok

I also dropped out of college and I need to go back and register before it is too late. I really regret dropping out. I currently owe Sallie Mae and my school money.
Ok. How do you possibly do college costs + payback + a job?? Given your financial problems, it seems the time to save up some money, maybe do a second job to get yourself clear of all this, rather than incur the expense and time lost of education.

My mother is recently had surgery and I am unable to watch her. I need her to go to family before she hurts herself again but at the moment we do not have the money to buy a plane ticket.
Your next paycheck, less than a week away, will buy a plane or bus ticket.

My brother is mentally ill and has relapsed again. He needs to be put in assisted living because we cannot contain him anymore, insurance/state will cover most of it but we have to pay for some of it for the home we think is best for him.
You sound like you do not have the money for this luxury.

$3500 will obviously not cover all of this but will cover enough right now before my situation gets worse and more expensive.
What on that list is going to get more expensive than a loan shark at $350 or 10%/week?? This makes zero sense whatsoever.

I need to fix my mistakes and help out my family. I need to be able to move my life foward because I am not getting younger.
This is comical. You're 20 years old. You got into this mess partly by short term thinking, short term thinking is not going to get you out of it. The lessons you need to learn are not the ones you think you need to learn.
You need to take a 3 year view this situation, not a "I have to fix this right now" view. As for your family issues, that is not your problem. They or older relatives need to fix it. If no one in your family has $3000 to throw around, a loan shark for $3500 isn't going to do a damn thing. In fact it's going to **** up your life badly.
A loan shark is the worst possible thing you can do in this situation.

Maybe in writing these things don't seem urgent, but as someone that is dealing with it, they have to be dealt with as soon as possible.
If they were real they would be urgent. If no family and friends are going to help, you need to suck it up and use your paycheck to slowly work your way out of this. Credit card debt can almost always be renegotiated with a weekly payment plan.
If you have proof of the above and don't mind using your real name, you should do a GoFundMe. 1000x better than a loan shark, which isn't an option here. Apart from that, your only path of this is to painstakingly save.
