The code as written from its beginning to now limits it to 21 million. That can be change, but there will be extreme resistance to doing so. There's been a scaling debate going on for over 2 years now between miners, developers, market about changes that should be made.
If anyone tried to change the code to make it in excess of 21 million it would almost assuredly result in a hard fork. I don't see it happening.
There really is no need to exceed 21 million. It's divisible to 8 decimals (this can also be changed), so really there are 2,100,000,000,000,000 tradable units.
