I was going to ask something similar, asking why volatility is so low.
My main guess is due to the everlasting low interest-rates set by the FED since the financial crisis. Yes, rates have been raised by tiny fractions, and may go up another tiny fraction later in the year, but it's still miniscule relative to historical levels. Yield-seeking investors have no other choice but to park their money in stocks, so the bubble just keeps on ballooning.
Another factor would be due to HFT. Robots trading all day, gobbling up any tiny edge in the market as well as serving as market makers where they start buying any small dips to avoid mass sell-offs that would spark a recession.
But these are just guesses, would be curious to hear from more experienced traders.
