Has anyone else done it in the post-boom era? I don't think so.
Closest thing is Dan Harrington 2003/2004, but those were smaller/softer fields. Even the 2004 tourney that Raymer won was probably exponentially easier to run deep in than today's fields due to size and player skill.
Some pretty good runs in recent years that I can remember:
Phil Ivey - 10th in 2003, 20th in 2005, 7th in 2009
Greg Raymer - 1st in 2004, 25th in 2005
Peter Eastgate - 1st in 2008, 78th in 2009
Dennis Phillips - 3rd in 2008, 45th in 2009
Jamie Robbins - 11th in 2009, 19th in 2012
Antoine Saout - 3rd in 2009, 25th in 2016, ?? in 2017
Ben Lamb - 14th in 2009, 3rd in 2011, ?? in 2017
An under-the-radar name is Vitaly Lunkin. Never made the final table, but has a lot of deep runs. 87th in 2017, 119th in 2015, 57th in 2014, 46th in 2013, and small cashes in 2010 and 2009. That's impressive when you consider the % of fields he's outlasting, but from a $$$ standpoint you'd easily trade all of those for even one final table appearance.
Joseph Cheong has one FT to his name and two finishes just outside the top 100.
At any rate, it's pretty impressive for Saout and Lamb to have made the top 27 three times within a decade. I don't think anybody else has done that when you only look at the post-boom years.
