From what I can tell there are two separate amendments to the bill. One about sites that offered illegal online gambling after UIGEA went into effect. The other was about sites that broke any federal or state gambling law. To me it seems like the latter amendment would contain all the sites covered by the first amendment and all the sites who broke gambling laws before UIGEA.

This. The main affect of the legislation is that it made it much harder for the casual gambler to fund their poker accounts. For the most part, the Friday-night drunks who decide to put 300 online and see what happens are gone, but the grinders who know how to jump through all the hoops to fund their accounts remain.

Why the urgency to have them come back to the market? Is there something in their software that makes people play bad? Are bad players sitting around waiting *just* for Party Poker to come back?

Party Poker has a Casino and a Sports Book. So there should more fish on the tables, especially in the ring games.
