From a general public viewpoint I'd say it's probably Daniel Negreanu. The average person who is only somewhat aware of the poker world thinks he is like Phil Ivey, crushing high stakes cash games and such. They don't understand he's really just a Pokerstars freerolling donkament player who routinely gets smashed in cash games by the good pros.
Doyle Brunson is probably also in contention due to his widespread recognizability. It seems likely he isn't at the top of his game anymore but most amateur people would still give him credit for being one of the world's best.
From a more focused viewpoint like poker players here on 2p2, I'm not so sure. Even though I love him, it's probably Isuldur.
I know he's well respected but I keep hearing about Jason Mercier traveling the world, playing all the high rollers, making crazy side/prop bets, yet never shipping anything.

And i dont know if you noticed but the only reason you gave showing he is overrated is basically because he is now an 80 year old man.

Dnegs, mercier, deserve there ratings imo. Hmm I'm intrigued, will have to watch u sometime brilliant. Lots of good advantages to being underrated though
I think a good portion of the mtt "sickos" just luck boxed at some point, which just gave them a bank roll to eventually luck box again, how many times do you see repeated poor plays by someone in a TV tournament and it'll show them having billions in live tourney winnings at the bottom? A good amount
