Not really, because if he keeps flipping his whole roll (or a large portion of it), he has a greater chance of busting than an opponent with a bigger roll. If he plans to keep flipping his whole roll, it pretty much is lighting 60k on fire. You'd be correct if he only intended to flip once, or both had the same roll size. That's part of why playing underrolled is such a bad idea, even against a weaker opponent. Furthermore, he's also paying the opportunity cost of what he could have made with the 60k roll that he no longer can make because he's grinding micros, assuming he's +EV at higher stakes.
For example, if two people decide to flip 10 times for $100, but one guy only has a $100 roll and the other guy has a 10k roll, the underrolled guy will have >50% chance of losing $100 even though his EV on any given flip is 0.
Another example is say one guy is a 10bb/100 winner with a 1BI roll and another guy is a 8bb/100 winner with a 100BI roll. They both join the zoom pool. On any given hand, the first guy has greater EV, but over a larger sample the 8bb/100 guy actually has the greater EV.
