IMO, the biggest thing that hurt the online poker boom was when the Bush Justice Department started actively going after TV stations that ran ads for online gambling. There are tons of potential fish out there that don't know you can still play poker online for money.
I agree with you in that I don't really think any huge beneficial legislative initiative is going to happen any time soon. But, I think a Justice Department that pretty much won't bother doing any kind of anti-online gambling enforcement is HUGE. Neteller might well be back as soon as they determine that no one will come after them. It really doesn't matter what the law says if the "cops" don't bother arresting anyone for breaking it.
