it does not pass, it goes back to the legislature to fix parts of the bill then it goes back to the gov's desk.

If the bill is conditionally vetoed, the legislature can choose to override it. I think that's unlikely, but if it's an up-front attempt to strong arm changes in unrelated legislation, I suppose it's at least possible.

CONDITIONAL VETO A veto in which the Governor objects to parts of a bill and proposes amendments that would make it acceptable. If the Legislature re-enacts the bill with the recommended amendments, it is presented again to the Governor for signature.

This is actually pretty good news, right? (Given that it actually happens)

now it's understandable why a governor would want to wait until the last day, to make recommendations so specific must be so time consuming for the poor schlep who actually has to sit there and edit the bill.
