As a tourist, you won't be allowed at sites that do not allow it (because the site is segregated by national law).
What comes to segregation; as long as there is no national law against it, it seems the segregation can include more than one country. In Finland we have a national site that shares its player pool with another EU country (Austria).
What exact laws there are doesn't really interest me, nor would I like to read such texts. I just know there is some mention in the EU law that the countries can segregate gambling (with loose reasons).
