Singapore has a lot of high-rise accommodation, a few times a year people are killed or injured by things falling or thrown from balconies. If you let something fall from your apartment you can have your home repossessed and face some serious jail time (like 15 years) even if no-one is hit or injured.
The current perception is that this sentencing is too lenient, since convictions are few and accident continue to happen. The government has installed over 700 CCTV cameras to catch litterbugs, but they've been largely ineffective at catching offenders.
The solution, therefore, may be to punish those who are caught more harshly. I believe that there have been calls for mandatory caning as a minimum sentence for such offences.

where did you get your info on this "current perception". You've plucked up barely 50% of real info and just used that to slant it into a completely one sided argument which just makes you look like a fool.
Have you never heard of maximum and minimum sentences for crimes ? Try not to sound so high and ****ing mighty when you diss my country without knowing **** about it.
The entire purpose of these laws are on the basis of PREVENTIVE DETERRENCE. It doesn't just happen a few times a year and so what if it does? Is a few people dying each year from falling litter an acceptable level of life to you ? And yes I can comment on how full of **** you are because I'm a lawyer IN singapore so i certainly know much more than you about our "archaic crazy dictatorship" laws.
