I don't think there is really any theory in my post and your reply doesn't even address what I said but rather says, "it just can't be true because of X". The previous owner operated one way which may have been the best while they were establishing market share or maybe even then it wasn't the best but now a different owner is changing things and perhaps they will make a lot more money. I think they will.

I think it makes sense for them to try to reduce the rate at witch a winning player takes money from a losing player because then there is more time for the losing players money to go to rake. Obviously if they can reduce the rate to zero then all the losing players money can go to rake.
