No one is mapping a unique identity of a person to a unique unit of a chip. Doing so would require checking and creating a user account in the casinos' systems, then check the chips against the system for every transaction which #s in the several millions of transactions per week per property.
The RFID is for authentication purposes. But, you are correct in that they do track them. Meaning, they do know which chips have been stolen. They just don't know who stole them.... until someone tries to cash them in of course.
