Your current policy regarding HU table hierarchy is inferior, and needs to be addressed in the next update or ASAP. The current system is corrupted and allows for manipulation that goes against the spirit of competition.
You'll see here that tables for HU are categorized alphabetically.
You will also note that your current policy is to protect the player who sits at the table first. Should 2 players sit and the player who sat first declines action, he has the right to e-mail FTP support and file a complaint, to which the player that did not deny action is punished.
In a system where all of the tables are equally fair in receiving players, this would be a just complaint. But "A" tables (Tables afraid, alimar, ambulance, amulet, etc) are more likely to "catch" recreational players since a recreational player is more likely to click on the first table with 1 person that he sees.
The result is a kind of corruption that only the current rules system could allow; players that take hold of the "A" tables get to sit all day and catch more fish while denying action to anyone they choose. Other players that are willing to play anyone are either reported to FTP, or get the tables that are less likely to pick up fish.
If the player who wishes to play anyone wants the primary real estate, he has to hope to get lucky for an opportune time to grab a hold of one. That's assuming he ever sees one, as these days players will go so far as to hire friends to take the "A" tables when they are away from the computer and the friends will deny 100% of action until the primary player returns. There is an actual case of this at 5/10.
Possible solutions:
1)
Change the lobby in a way such that there is no "primary" table. Alphabetized lists have turned table priority into a numerical pecking order where "A" tables are the primary tables and "J" tables are of less worth over time. One solution is to arrange the tables in the lobby at random. This way, everyone has an equal chance of sitting at a table on the top, and everyone gets an equal shot at getting a recreational player. I don't know how to code it, but you'd have to change the order of tables at random every x minutes, where x is pretty small.
2)
The right to report table blockers should be given only to people who don't deny action. Stop letting people sit out versus anyone they choose under the guise of reporting to FTP. The primary real estate should belong to the players willing to play anyone. The end result in this solution is more tables started to prove who's king of the respective limit, more rake generated by FTP, more competition, and more reg-battling (since the end result is the best table for catching fish).

The current policies within FTP regarding this matter need to end as soon as possible, as the current environment results in less competition with the recreational players being rewarded to the players whose best attributes are sitting at their computer all day denying action to anyone that doesn't sit in with their cashier.
