Actually a lot has been going on this past few months but it has affected live poker more than online. I forgot to mention that the WSOP-C stop that was scheduled for this year in Monterrey has been cancelled.

This is important because the casino that would host the event invested a lot of money in political campaigns looking for the goverment's support. This means the goverment doesn't care if they have to break political deals in order to achieve a good image something they don't have at this point.

Are those poker networks available in Mexico now: microgaming, 888, ipoker, winning, party?
I've read previous pages but maybe there are some changes?

They all are, some skins of ipoker aren't but there are skins offering their services there.

Sanchez believed at the time that a bill would be passed before the year ended and has once again set expectations that it could happen during the next legislative session, which runs from Sept. 1 to Dec. 15."

So, if it doesn't pass by Dec. 15th will it be ok to start making travel plans to Mexico?

According to it, the winnings (presumably the gross winnings?) from any tourney run by the sport association will be taxed at 4-7% depending on the state where it's held:
