If they were to progress through a set of signals how would they ever really be caught? Yes they could be heavily suspected to the point their peers knew something was up but they could never prove it?

This is sadly spot on (I am a competent bridge player myself and I am friends with several world class players).
One thing is that you don't "risk" money as the money comes from sponsors paying you to be on their team. This supposedly was a healthier way than cash prizes in the tournaments but it turned out the sponsors are very happy to hire pairs with bad reputation because they bring good scores.
It is ridiculously easy to cheat and if the mentioned pairs weren't math illiterate they would never be caught (the simplest way would be to XOR the binary signals with some random stream of bits they could easily memorize before the match).
Additionally even if people don't want to cheat they often convey info subconsciously and it pays off to be easy to read (by the partner).
It's a great game but a terrible competitive game.
