If the guy did have a deal, it should have been in writing.

Otherwise, he has no recourse.

What if they both had a "meeting of the minds?" Does it still have to be in writing?

i didn't have a deal in writing with some of my friends and i paid them out on schedule, you must have sucky friends

Yes they are--only if they can be proven (3rd party witness or both parties agree it happened) Otherwise, he said vs he said is not a winning argument.
