I'm not sure if it's scarier that these are the people making decisions for the country or the fact that they were voted in in the first place.

The amendment banning foreign sites would be very bad as this bill is a huge longshot to become law this Congress and we'd A) lose Stars and Tilt as a funding source and B) increase the chances that Stars and Tilt leave the US market at some point.

Lets hope it dies.

These are amendments that have been added to the bill as part of the mark-up process. This does not mean that these amendments are now law -- they've just been changes proposed to the bill before it goes for full vote...
