I am not sure how many countires are represented on Stars. But lets say there are 24 so you could have 24 heads up tables going at once with Randy playing 24 different countries at once.

All players on Stars would have equal opportunity to play in this promotion

You could have a heads up table designated for each country. Each country would be represented by one player. To get the chance to represent your country in this you would have to win a multitable tourney. The prize money for winning the tourney would be the bankroll you need to bring to the table.
The prize money may differ relative to the number of your countrie's players entering the muliti but this should not be a hinderance.

You might be able to build this up by having satellites etc...

Needs some fine tuning but it might work.
