If it is the case, players who are owed money from FTP know exactly who to look for. If you see them at a poker tournament, at a local casino or on the streets, you can then tell them how you feel...

Whoever was technichally the owner at time said debts went out should pay them as they are responsible for them.

If it's Bitar then he should pay them off if the players arent willing to pay back.

In the end it was their decision to ship out the chips , there is always a chance those debts will never get repaid so in the end it is the owners mess to ddeal with
