Seems to me any site regulated in an EU country like Malta, Gibraltar, etc would be fine but these authorities may have to tighten their rules. They're probably gearing this more towards sites operated out of the Caribbean, South America and remember when they say gambling they mean more than poker, largely sportsbooks and online casinos.

Wrong. They're trying to harmonise the rules across the EU, so countries can't just make up their own rules and impose protectionist measures that interfere with free trade and competition across internal borders.
Also, there is a large amount of consumer protection in there - making sure sites behave appropriately (preventing underrage gambling, being open and honest, not ripping people off, etc)
What they're proposing is essentially an EU version of the UK's Gambling Act.

Lol @ people asking the EU not to get greedy. The EU is a collective dictatorship, currently in the biggest economic crisis in Europe's history. Anyway to bring in money will be milked. Sod gamblers, they will say.

will any of this supposed intensive regulation have any effect on US players? I would think there is a possibility this could mean them going after what they deem "rouge" sites? or am i wrong and they dont care?

Way too early to tell. The EU initiative was started originally to promote international trade, so it would make sense if these networks were open to everyone. However, if you keep up with some of the EU its actions you realises making sense isn't always high on their list of priorities  .
This could be really bad or really good depending on some factors as others have mentioned. I can only ask Pokerstars to give it their all to make the result of this process an improvement for the EU, the gambling sites AND the customers.

Obviously it's still early and a speculation is the only thing that would be fair but it seems to me that Pokerstars would be the biggest benefactor if tighter regulation were to occur in EU. If a new law would push out fringe operators then Pokerstars would stand to gain a bigger marketshare.

It could be much bigger than that. If the EU supervises IGaming, the the entire EU market could experience a boom. If you would only need 1 license to operate in all EU countries, then PS could open up it's main site to people in France, Italy, Sweden, Spain, Germany, and Belgium(?), which represent some of the largest markets in the EU.
We won't know exactly what the proposal is for awhile, but I'm optimistic.
-Not sure if Belgium is segregated or not. Estonia also has regulation, but I believe they can pool with other licenses.
