He could be but just doesn't seem like it. Usually it takes a long time to figure out someone is - if DN is a close friend he'd probably know.
There are lots of non-psychopaths who are capable of screwing people over and be perfectly fine with not paying debt. The regular will be more avoiding, apologetic and insist they'll pay (while they secretly hope you forget and that you won't ask again, rinse repeat) while as far as the P is concerned, he doesn't owe you money, in his head you gave it to him or he deserved it more than you, or thinks you were stupid to borrow it therefore deserve to not get it back and genuinely doesn't care - or turn it around saying you're bad for pressuring them about it, make up a story about how someone owes them a **** ton but hasn't paid yet, say "If you were in my spot, I would be more patient and supportive of you as my friend..it's only money" etc.
He could be a very smart P (started to prefer socio actually, even psychopath is correct, since most people confuse it with psychosis, serial killers with delusions and sadists) - but I don't see it very likely with the limited info we have
