I think you are a bit off, at least from my experience living on Antigua back in the day (2001 - 2002).
I can't address your experience with whatever all-inclusive resort you visited, but the rest of the island did not strike me as poverty stricken back then.
The government was heavily in debt, but not sure how much of that was owed to Allen Stanford or whether anyone stepped up to collect on it.

It seemed that employment was available if sought, the labor laws were pretty favorable, and employees came and went, picking up employment as needed.
(I've spent time in some truly impoverished places, Antigua was not one of them.)
I haven't been back in more than 7 years, so I do not know the current economic situation there.
