I went by this place the other day and I was less than impressed. Yesterday, 8-17-2017, I was by there and they advertised to be opening the next day. Construction was not even close to being done, no tables put together and not much of a place. What I did find out was that they can't even get the stories straight from one minute to the next. Their pricing structure for membership screams of a scam on their website. Really, 10 per day or 120 per year for membership? Another problem is they are located in a nice shopping center but in one of the highest crime areas around Houston. No way I would use their preferred member entrance in the back. Perfect place to get robbed by all the thieves and drug addicts that swarm the area. Just a warning to all that are thinking of playing there. Carry your gun because you will probably need it to get out of the parking lot.

What's the legal status for this place? Are they allowed take rake/drop or just the membership fee?

There is a thread on all these rooms. Unfortunately overzealous mods keep moving it. Go to Home Poker then look at top under Home Game listings. It's the only thread in that section of 2+2 which basically gets no traffic that is actually getting activity. Several Texas players are posting there about these games. As of now they are all running with no shut downs I'm aware of using a membership based/hourly time charge as opposed to rake.
