According to reports coming out about the Flint Legionnaire's outbreak in 2015 (12 people died, ~90 sick), the CDC must be "invited" by the state to come in and investigate. Michigan claimed to have a handle on that one and told the CDC to stay home, but now it's coming out that this outbreak was likely due to the improper treatment of the Flint River water supply. As a result a number of state officials involved in those decisions are being charged with involuntary manslaughter.
At least it's promising that SNHD is openly discussing the Rio case and they are in there addressing it, although it's a bit annoying neither they or the Rio will tell you which tower was affected.
