I think they rake and charge fees for sng/tournaments in order to get the play-money players used to the idea of the rake/fees so if they (are able to) transition over to real$ the concept doesn't seem alien to them.
After all they had fees in place for many years prior to selling play chips, I don't think it is meant as a money making scheme, doubt too many people pay for play-money anyways.
