In the extremely unlikely scenario of Trump becoming POTUS and legalizing online poker, two pair should be renamed toupee in his honor.

Isn't it the case that if something is legal on a nationwide basis, it's upto individual states to say no, but the 'default setting' would be yes?

At the moment, the default setting is no. States that don't have strong feelings either way just accept the setting, as they would if it was yes.

Sheldon dying means everything. There's no way the next head of a company the size of LVS is going to find a board to sign off on spending "however much it takes" to kill online gaming. Unless that evil old bastard puts something in his will, his misguided and desperate last grab at salvation will die with him.

It would depend on how the particular legislation is written. You could write language to make it either opt in or opt out. Most of the (limited) reading that I have done indicates that an opt in approach is more likely to pass Congress.

The larger point is that Trump alone is unlikely to have much impact on poker legalization because (a) Presidents don't get to make laws all by themselves and (b) even if he agrees that poker should be legalized, it is not likely to be one of his highest priority items.
