From an outsider view it seems fairly clear that he's effectively buying his freedom. He agrees to purchase FTP, repay all players and send a huge fine on top of all of that the DoJ's way.
1. Players 'win', or at least get their money back
2. The DoJ wins. They get numerous convictions, jail time and likely in the ballpark of $1billion from confiscated property and the fines/payments from Stars.
3. Isai wins. He doesn't have to live out the remainder of his days looking over his shoulder in the Isle of Man - great for taxes, not so great for life.
4. Stars wins. They get to come off as the heroes who helped get players their money back.
The only people that lose are the stooges that thought it'd be a nice idea to steal from player accounts when their money printing company wasn't printing money fast enough to keep up with their greed.
