I agree in the short term that ROW playing with the US pool might not be great for the games in the US, but long term I think less segregation is a good thing for everyone. More choice is better. There will always be harder and easier sites, depending on the conditions - like this example:

Actually, there are many reasons. If it was only about US players, WPN wouldn't have such a reputation for being tough - and yes, I know they're open to a lot more countries. But I think anonymous tables, 4 table limit, no rakeback/bonuses, and other pro-unfriendly features play a pretty big role as well.
Of course, it's all rather academic, as this hypothetical is likely years away from even being a possibility.
