I've heard it said that more luck is involved in PLO than hold em since the big implied odds in PLO encourage more players to see the flop. I read a PLO book once which said that a top player in both PLO and hold em will win a higher percentage of the time in hold em than PLO since the latter is more of a "drawing game." The author added, however, that the top player would win more money on the fewer occasions that he won in PLO due to the bigger pots. Not sure if that's true, but that's what the book said.
